It's a Blue Tit, pretty common in the UK and I imagine Europe too, quite small and very lively.

Ditto on the bird for me to. Looks like a chickadee that landed on wet road paint :)

What you guys call a Chickadee looks to be the same as (or very similar to) what we call a Coal Tit.
